| 职位描述： | MAJOR RESPONSIBILITIES
The primary responsibility is to provide Finishing Plant support across all aspects of Reliability & Integrity and Control Engineering. This is achieved via Projects and Plant Support through working as within a team of disciplines Engineers. The main functions / roles are:- ? For Integrity part job: Ensure that the integrity of all new and existing Finishing Plant special equipment, such as pressure equipment, pressure piping, pressure vessels, tank, filters, boilers, pressure systems, pressure relief devices, elevator, lifting devices, etc complies with Corporate standards, Chinese Regulations and legislation, local and international codes and standards for design and manufacture, and functional specifications and regular inspection to maximize containment and reliability of Zhangjiagang Finishing Plant processes. ? For Reliability part job: Ensure that the reliability process and procedure to be implemented, develop reliability process, improve maintenance team performance with proactive process and effective controlling system, communicate network within Down Corning Global Reliability committee. Other key responsibilities are to: For integrity part job: ? Act as the competent person for the Zhangjiagang Finishing Plant. Draw up or approve Written Schemes of Examination (WSEs). Review WSEs at appropriate intervals for continued suitability, modifying when appropriate. Carry out examinations in accordance with WSEs. Review requests for postponement of WSE examinations and in particular that they do not give rise to danger and are with-in regulatory guidelines. ? Work with other functions, technology teams, outside professional bodies and colleagues to set the strategies and improvement goals for the department‘s defined area of responsibility. ? Work with outside professional bodies to set the strategies and influence standards, codes, regulations and legislation effecting improvement for the department‘s defined area of responsibility. ? Participate, as a team member, on global technology teams, other teams as might be appropriate to set and adopt strategies and policies of the Zhangjiagang Finishing Plant and the culture to promote them. ? Communicate and co-operate with mechanical maintenance and project groups throughout Dow Corning to facilitate achievement of common or complimentary goals. ? Work to support ZJG site Process Safety Management team to improve achievement in Integrity section of PSM ? Maintain non-destructive testing qualifications and license’s as directed by Team Leader. For Reliability part job: ? Set up reliability goal and expectations for Finishing plant for next two years toward World Class Maintenance Excellence to support Operating Excellence to upward to World Class; define the gaps between the best practice of World Class and current performance. ? Establish Reliability team between maintenance, operation, inventory, and procurement ? Set up reliability work process as appropriate and applicable ? Set up weekly meeting schedule to lead the reliability program in progress ? Set up the measurement reporting system and supervise them. ? Communicate with Network within Dow Corning global reliability organization to get support and resource. ? Work with mechanical, electrical, instrument engineers and maintenance planner to make accurate Preventive Maintenance/Predictive Maintenance Planning/scheduling ? Develop the Root Cause Failure Analysis process and applying it for critical equipment and then for each equipment and device, better way, provide all of the failure types for each equipment and make proper corrective maintenance solution in advance. ? Lead all of maintenance investigation, at least to involve the investigation as requested by the team leader. ? Utilize the equipment life cycle cost principle into capital project ? Utilize the PM/PdM experience into equipment type and performance selection ? Develop RCM’s philosophy into maintenance team member with detailed training. V. QUALIFICATIONS & ADDITIONAL INFORMATION ? The successful candidate will be expected to have an Engineering/Maintenance background in Chemical industry with very strong experience & knowledge. The successful applicant for this position will be expected to have very good people skills, will have the ability to read English Documentation of engineering data and will write simple English report. A stringent focus on both safety & quality will be expected from the incumbent in this role. ? Knowledge of mechanical engineering principles associated with range of plant in Basic unit. A level of process appreciation of the unit. ? Minimum 15 years experience in chemical industry. ? A level of computer literacy. ? Ability to interpret/produce engineering drawings and manufacturers design/maintenance books. ? In-depth knowledge of some/all following - dynamic equipment, pressure vessel design, pipeline design, materials and mech./physical properties, how materials fail, erosion/corrosion theory/prevention, gaskets/fasteners, structures, process control/measurement, valve technologies, refrigeration. ? Awareness of safety and I.H. issues and codes/legislation. PREFERABLE INDUSTRIES & COMPETITORS ? Chemical /Petro-chemical industries. |
